Encode tsunami advisory

DOST-PHIVOLCS is the only PH tsunami authority — encode the official bulletin with its source URL. NOAA-PTWC is a Pacific heads-up (benchmark) only. An evacuation ORDER can only be set on a VERIFIED PHIVOLCS advisory.
